I don't think this is a Docker image bug so I'm going to close this bug. I referenced above a bug I filed against rakudo for this issue.
The issue is that the Dockertest.rakumod file is in a directory that the raku user does not have write access into, and for some reason this makes Raku actually run the file. The work around would be to set the privileges on /app so it is writable by the raku user.
