This should be addressed in the devel version of odbc, you will need to pass America/Los_Angles as the timezone argument to dbConnect(). Note timezones will still be returned as UTC, as this allows for more consistency when others try to reproduce your results, but they will be properly converted to UTC from the server timezone.
Also please use the provided issue template when creating a new issue.
