As you are using R 4.2.x, have you tried removing rtools40 first?

I'm working on getting a new release out, but GDAL is being a mess.

@edzer - have you seen:

     GDAL Error 1: PROJ: proj_create_from_database: /home/rick/miniconda3/envs/dggridR/share/proj/proj.db lacks DATABASE.LAYOUT.VERSION.MAJOR / DATABASE.LAYOUT.VERSION.MINOR metadata. It comes from another PROJ installation.

Looks like miniconda3 tries to take over your shared libs, and R packages using gdal being confused by compile-time vs runtime differences. Can you disable miniconda3? Does it set PROJ_LIB, and if so, can you unset it (or set it properly)?
