Would you be able to try and add the pro-notebook-hotfix
package to your environment? The Pro 3.1 release upgraded a number of Notebook packages, and unfortunately some of these turned out to be incompatible with Pro 3.0 and earlier and not accounted for in the solver. There are further details in the Notebook FAQ.
