I18n support of datepicker about quantumui HOT 4 OPEN

For now, datepicker depends on moment.js, when you change moment.js language it will also change. We have been preparing a new date service for all out components, In the next releases, there would be no dependency, even jquery.

@mehmetotkun , while you are designing the new date service, please take chronologies into consideration.

For exmpale, the Minguo Chronology mainly used in Taiwan has a 1911 offset on year field compared to Gregorian Chronology (e.g. AD 2015 = Minguo 104).

Actually, I don't have enough information and research about Minguo Chronology or other regional standarts. Firstly we would base on international ISO-8601 standarts. However, I would take into consideration your notice and make the service customizable according to time offsets.

@mehmetotkun a well-defined parser/formatter which makes every fields of datetime be processed before rendering or parsing from input maybe a good start.
