Time based error budget (feature request) about pyrra HOT 1 OPEN

I see where you're coming from, however, in the context you've described it doesn't make a lot of sense.
Requests are rarely consistently coming in. Therefore having 2req/s errors is vastly different than having 20req/s that are errors. Even though both could have occurred for 5min the outcome would be very different.
For the first example the 5min would have produces 600 errors whereas the latter example would have produced 6000 errors, even though there was 5min with a 100% error rate.

Only for the bool gauge indicator this would make sense in Pyrra.
