This is because UV is now a dependency which requires Rust for builds. However, they ship binary wheels for every platform. Can you please try upgrading pip?

@ofek Makes sense, but the strange part is I am able to pip install hatch=1.10.0
on other platforms without the rust toolchain installed, which makes it a bit confusing.
I also tried adding RUN pip install --upgrade pip
before running pip install hatch
but the same error occurs.

@ofek IIUC, the reason the rust toolchain is not required on other platforms is because a binary wheel is available, but it is not available for Amazon Linux 2 (the distro where this occurs). Is that what is happening?

I did not want to install rust to compile dependencies on AL2, but was able to migrate to the Python 3.12 image based on AL2023, which installed hatch
to system Python via pip install hatch
