flake8 does not respect "ignore" configuration about flake8 HOT 5 CLOSED

@sigmavirus24 Is this something that will be fixed eventually? Maybe I should bug the pep8 upstream? I can pin the pep8 version but I'd rather not do that forever.

@aryx when flake8 2.4.0 is released, it will cap pep8 to be less than 1.6.0. Once pep8 fixes this, we'll replace the cap and blacklist the versions we know are bad. Until then bugging upstream pep8 is your best option and @IanLee1521 is aware of the problems (c.f. #35)
