they need ownership of the item document being referenced if you want them to be able to open and/or edit its sheet

I figured it out, I needed to set the permission on the spell, not the item, which was confusing. As usually they see the details of the spell once its dragged to their character sheet without doing any extra permissions. Whereas dragging it to an item they have you need to take an extra step.

That I think is an issue with spells/system permissions than anything this module could handle.
