turns out the error is caused by passing an unqualified nodepool identifier as second argument. In the code above I was passing default-pool whereas pulumi / terraform expects <zone>/<cluster>/<pool>. Once changing it to a qualified identifier the code above works.
As discussed https://pulumi-community.slack.com/archives/C84L4E3N1/p1541031652256200 pulumi should give a better error message when passing an invalid identifier.

@jen20 Looks like maybe a bug in the TF provider? Or are we perhaps feeding it bad inputs?

This is ultimately because of pulumi/pulumi-terraform#266.
We don’t currently call the Importer but Read will not work without that Importer having run.
It may be possibly to work around this by passing several additional properties in the args bag third parameter to .get. You would need to do some subset of what’s done in
