We need to make sure that this check is toggle-able. We often want to make breaking changes, because our upstream is making a breaking change.
We could hook the check up to a label, similar to how changelog works.

Hey folks that'd be cool to bump it up. 15 minutes worth of work? https://dev.to/vearutop/identifying-breaking-changes-in-pull-request-of-a-go-library-1db2 has an example. Doesn't have to gate releases but maybe just FYI feedback on PRs.
