Excessive passive mob spawning about pufferfish HOT 6 CLOSED

Have you tried this on Paper to make sure this isn't a paper issue? It also looks like something's messed up your lighting in that area, which may have something to do with it. Is this a consistent issue? It's probably going to be very difficult to track down the exact cause of this, and I don't think it's directly related to Pufferfish as nobody else is having this issue.

i have since spawnproofed the area against turtles, but i have heard other players experiencing similar issues, i have not tried it on paper. The light levels are as expected.
I would suspect the issue is caused by the passive mobs being unloaded to preserve performance in such a way that it allows more of them to spawn over the mob cap

Check to make sure that you haven't modified the mob spawn/despawn ranges in a conflicting way, as I could see that kind of configuration change causing this behavior if you modified values related to that without understanding how they work. I would recommend resetting your configuration and following a trusted optimization/configuration guide like Pufferfish's optimization guide.

asked the server owner and the settings are close to default so it couldn't be the spawn/despawn ranges, maybe it is worth just leaving it be at least until someone else reports a similar problem. Which likely hasn't happened because it took a lot of time afk not aware of the turtles spawning until it got to such a noticeable amount, other places around the server also exhibit similar behavior but on a much smaller scale
