Quantile estimator throws exception on empty sample set about client_java HOT 2 CLOSED

I think I may have an idea what is at play here. The estimator library
which I forked had some undefined (and bad) behavior for empty sample sets,
which was swapped for an illegal state error as a better sentinel of
you-did-something-wrong.

Can you give me a little more detail than this, as that will expedite the
resolution? This likely occurs with either sparse or inactive label sets.

I did find a very weird behaviour with the Prometheus Java client
where it only starts returning data after a while, for the very first
minutes of an app running it throws this exception:
