Note: need to add phpenv global 7.1 as it is required to switch the php version from 5.6 to 7.1

I encountered a timeout issue while executing a test suite, i'd recommend increasing composer's timeout:
export COMPOSER_PROCESS_TIMEOUT=1000 (the default is 300)
