There was discussion about the issue somewhere. Arguments for current behavior were:
- Merging makes it harder to determine what is the source of specific behavior.
- Merging means that changing defaults will suddenly change appearance which may or may not be desired.
- Merging adds complexity to the code.
I think it would be better if powerline just copied full configuration on first startup just like many other software does.

Since the config files have been moved to a separate folder which makes it much easier to locate them and copy/paste everything into the user's config dir I'm going to close this.
