I was unable to reproduce this issue on Linux, and since I don't have access to a Windows box I'd be grateful if you could do some testing for me.
The first thing I'd like to try is changing the timeout for select() in send_line() as follows:

struct timeval timeout = {1, 0};

I would also add a conditional in stratum_send_line(), like this:

pthread_mutex_lock(&sctx->sock_lock);
if (sctx->curl)
    ret = send_line(sctx->sock, s);
pthread_mutex_unlock(&sctx->sock_lock);

Please let me know if you notice any difference with the above changes.

I think I found my problem. My windows port hat a typedef size_t ssize_t where it should have been a typedef int ssize_t.

This led to some cases of a negative return code for socket calls getting interpreted as a positive integer - and an endless loop inside send_line.

Yes, that's what the 's' in 'ssize_t' stands for -- signed.
