I tried to execute the py file but getting error. even installation pip3 and pip is having same error

Installation:

pip3 install requirements.txt
ERROR: Could not find a version that satisfies the requirement requirements.txt
ERROR: No matching distribution found for requirements.txt

I am trying to process a list of about 360 IP addresses through this, but every IP address is coming back with warnings [ Warning: x.x.x.x name 'prodList' is not defined] where x.x.x.x is the IP address in question.

Running the IP addresses individually against it appears to work fine (same IP used from bulk example above):
