I am facing the same problem. I have checked all the settings on dev console and all the things from package name, sha1, test users are correct but still i get this error. Please help.

To whoever get the same error above, I just fixed it, as darkofmarin said, create this folder:
Assets/Plugins/Android/MainLibProj/res/values/
And inde that folder create a "strings.xml" file with the following content:

In the place of "************" you should put your app id.
Then in the AndroidManifest.xml inside the folder of MainLibProj, change the first 2 meta-data tags to this:

    <meta-data android:name="com.google.android.gms.games.APP_ID"
            android:value="@string/app_id" /> 
    <meta-data android:name="com.google.android.gms.appstate.APP_ID"
            android:value="@string/app_id" /> 

this will fix it!
