I've seen this problem and it was caused by the browser using another image of the same file name rather than loading the actual image. If you rename the file or clear your cache do you continue to get the same problem?

No, this does not solve the problem.
The image on top is what shows in all of the other browsers, the sparse triangles show in Safari.

The line that you commented out:
throw new Error("Texture Error: frame does not fit inside the base Texture dimensions " + this);

How are you generating your JSON file?

I am using Texture Packer and exporting as JSON. The frames are built from 83 png files, all the same size, exported from a test movie in Flash.

I just had this issue and it was because I increased the size of my atlas, but my browser was still caching the old one, and the JSON had larger dimensions. Force refresh fixed it.
