Hello, where would I find the popover for the explain button?

Dear Parker, welcome!
I'm glad you're interested. I will post the exact link once I'm home in about one hour...
If you want to search for yourself, search for the file explain-approval.page.ts. Also, the file global.scss is probably relevant. Finally, the function that opens the popover in the file poll.page.ts might be relevant.
