I know for sure build-essential and libclang-dev (but maybe more) have the problem with libc6 as can be seen in my stack overflow question

As it is seen version is different. I am not sure subversion can be the reason. But you can try with the same version which is 22.04. From here

https://img.cs.montana.edu/linux/ubuntu/22.04/

ubuntu-22.04-desktop-amd64.iso

Do you want to install this version or try to figure out the issue ?

Ubuntu 22.04 worked right away so I think there is a problem with Ubuntu 20.04.01 LTS

Interestingly I am able to run the commands successfully on 22.04.1.

I installed all packages for ubuntu as it is mentioned in the tutorial for 22.04.1.

Did you add any repository ? If not, the repository where your ubuntu tries to fetch packages has issue. But you can continue with 22.04.
I will close this issue is there no problem ?

Maybe you should create a new VM to test. Be sure not to touch repositories by hand.
