I've got a request into dries to see if I can include the drupal_http_request function in the geoPHP module (required permission to license that as BSD instead of GPL)

Okay, so I'm marking this as "Wont' Fix". The use of "allow_url_fopen" is completely ridiculous and serves no useful purpose. It does not provide any security benefit and I would consider any host that turns it on to be "broken".
I will accept pull requests for this, but I will not fix it.
