I sort of thought the idea behind w3id was that purl was outdated,
unmaintained, and unreliable. If so... why would we want to support a
redirect to it?

I don't see the harm in doing this. There are going to be plenty of URLs on w3id where the targets are outdated, unmaintained, and unreliable. I also don't know if many people would want to switch from http://purl.org/* to https://w3id.org/purl/ ... but it doesn't cost much at all to support this. I'd be a +1 to just support this, can't think of many downsides.
One other approach could be to get purl's entire database and mirror it under w3id.org/purl/

Yeah, I agree. I don't see (much) value, but don't see any harm.
