Seems your life dir is not in the right GOPATH.
Clone this repo in your GOPATH/src/github.com/perlin-network/

Try to build with gomodule off, using GOPATH by default.
env GO111MODULE=off go build

Thanks for your help, turns out after the above command my GOROOT was set (which i understand is incorrect) after un-setting it was fine
