Transaction with op_return out not worked

Not sign and not propertly decoded

transaction on testnet flags error on non-canonical signature

I generated this transaction using the suite from utxo in the testnet and I get this error (tried to push the transaction using an electrum wallet):

I pushed it at blockcypher.com and it got accepted, but not confirmed.

multiple LockTime in transaction ?

I noticed that LockTime may be serialized in transactions multiple times at the end of each output.
Shouldn't current lines 1089-1091 be moved outside of the while loop to have a single LockTime value serialized at the end of the transaction ?
