Yes this is more likely a pypdf2 issue. There are many similar issues here:

If this PDF is not confidential could you upload it somewhere ? So I could write a simple script and report the issue to PyPDF2.

It has only two pages, and actually I managed to shrink its size to fit its content in one page, but I wanted to test it on pdfarranger to delete only the last page.
Also, I tested in a longer document and this error seems related only with the last page of the document, but from another pages of the document works just as expected.
