We need new api to handle retry bootstrap and bootstrap on process.
retry bootstrap will change container status from BOOTSTRAPPED to PROVISIONED
bootstrap on process will change container status from PROVISIONED to similar BOOTSTRAP_STARTED, this to prevent race condition, container which currently on bootstraping process not included to
