Yes, I also don't like it 😕 When calling the GitHub API to remove a label from an issue (or PR), it automatically removes the label if it was the last issue/PR which had the label.
I'm afraid there's not much I can do. If you have any ideas, I would be happy to implement them!

After I fork this repository, sorry I usually using @action/github and not really family octokit
but I have a suggestion on this line

maybe updateLabel instead of removeLabel will work

I'm afraid this is not yet fixed and I don't see any simple solution for it. Using "updateLabel instead of removeLabel," as suggested, will not work.
It's a long time since there was some activity in this issue, so I will close it for now. But if you have any new information or need any help, feel free to reopen this issue!
