If you're starting from scratch I don't think you need these migrations : migration::{v12, v13, v14, v15},. Just type Migrations = () should suffice. Rest of it looks about right. Have you tested by deploying a sample ink! contract?

IIRC you also need to implement the ContractsApi in the runtime (see here as an example), plus a few minor edits to the runtime's config (do a search on contracts in the aforementioned runtime).
