This is not possible as far as I'm aware, as the fiel is on the clients machine. I suppose in theory "might" be able to convert the image to base64 using javascript. I would doubt if that would be possible as it would seem like a security whole in the browser. As a hacker would then create a RTE editor and have a loop pasting the clipboard into it every 1 second then if the content of the editor changes they would then post it to them selves.
