Would you be able to post your PATH? This is likely an error with searching the paths on Windows.
Also, does restarting cmd.exe help?

Thanks for the reply, and i'm sorry but i could not answer before.
i found a difference between my configuration and the configuration recommended on the installing instructions in https://github.com/nature/pa11y#installing
I installed NodeJS 0.8.25, and i should have installed NodeJS 0.10.
Well, now i have installed NodeJS 0.10 but i could not install pa11y tool. Also i have installed Python 2.7.3, PhantomJS 1.9.7, Windows SDK and Visual Studio.
When try to install pa11y tool "$ npm install -g pa11y", i got this error and the tool fails to install.
I see that the "weak 2.2" script and package fail to install, but i don't know why.

Ok, finally i got solve the problem.
I couldnt install pa11y because i had a PYTHON env variable set.
