Hello, and sorry about the late reply!
I see that you are using OS X. I am not too familiar with setting up Node on Macs. However, on Darwin 12.5.0 (which is slightly older than your 13.0.0), I am able to successfully install uCSS. I have the same versions of Node and NPM as you have.
I know that the way Node and NPM is installed may contribute to how they behave on Macs. I have installed Node through Homebrew; perhaps you could try that if you haven't already done so? You can find it here: http://brew.sh/
