Hey, thanks for raising. This is an intentional change we made.
According to our CHANGELOG:
- Upgradeable contracts no longer transpile interfaces and libraries. (#4628)
This change was planned because the upgradeable variant of the library is a transformation with special considerations regarding the use of storage. Both interfaces and libraries don't have storage, so they can be used as-is without differences vs their upgradeable alternative. In the past, this used to cause unnecessary declaration conflicts.
