Good news for Skia - this behavior is was being triggered by an "InvalidOperationException" that occurs on the main Dispatcher -- and produces this message:
"Dispatcher processing has been suspended, but messages are still being processed."
So far, I haven't found a way to "resume" this Dispatcher (if it's possible). I have no clue what InvalidOperation is happening here, currently, because it's in the background an never bubbles up to me.
The good news is that this is NOT a random bug with "SKGLWpfControl".
However it would be NICE if SKGLWpfControl were able to still operate (as the rest of my application is still running just fine, including all other aspects of the UI).

This can be closed. The bug was related to me doing "UI-thread releated things" inside of the SKGLWpfControl Paint event... So was just a bug in my code, as this is something that should never be done.
