Well, according to rfc3986 a double '//' in a the path is legal and leads to an empty segment.
As the url path not necessarily matches a filesystem path, we do not collapse multiple slashes. It's up to server to decide if he accepts this or not, i.e. the server knows whether empty segments are meaningful or not. That's why we don't normalize the path.
