Did you notice the Contributor Terms when signing up? Point 1a) already covers your proposal.

The legal text is not really suited for advice that has an impact of day-to-day mapping. 1(a) is the only term that really has a user impact like this. The other terms are fairly standard legal conditions, or terms involving a license change, which has never yet come up. Knowing that you're granting commercial use is the only other term I could see that is similar, but it differs in a key way: if a user ignores the term, finds out later, and doesn't like it, they get upset while if that happens with 1(a), the OSM community gets upset and has to do additional work.
All this being said, I thought we called out don't copy from other maps in the introductory materials most users would go through, but don't know exactly where that was done.

I don't think it would hurt to put it in the iD walkthrough (maybe an extra bubble right at the end?), but that's for another repo.

After signing in to a new account for the first time, tell users big and bold not to copy from Google Maps, Apple Maps, etc. and that doing so will lead to an oversight of edits from the database and the user to be permanently banned.
Can you be more specific when and how it would be done?
