New OpenStreetMap Carto release, v5.3.0 about chef HOT 4 CLOSED

Opened gravitystorm/openstreetmap-carto#4304.

To allow continued deployment testing on balerion I have put a copy of the missing file at https://tomh.dev.openstreetmap.org/ne_110m_admin_0_boundary_lines_land.zip and loaded it from there.

I already looked at the changes the other day and it's going to take some to adapt to them so I don't think we're in a position to do an immediate test on rhaegal.

For indexing option 1, "Drop all the indexes and recreate them", it would be good to remind us of the script that creates the newly-required indices and a pointer to the list of what the index names might be for dropping...

"The script scripts/get-external-data.py needs to be run regularly to update coastlines." - How regularly is regularly? Hourly, Daily, Weekly, Monthly, Annually? Some sort of anticipated update frequency would be appreciated.
