I think the documentation is wrong, the v parameter allows you to specify an arbitrary axis rooted in the origin about which the object will be rotated by the angle a.

e.g. rotate(a=60, v=[10,10,10]) cube(1);

so in this form the a parameter should not even be a vector, it should be a single scalar value representing the angle in degrees.

Confusingly in he other form the a parameter does require a vector, but you cannot use the v parameter in that form. There is no way to rotate an object around an arbitrary point currently, other than by the means you have already established.

Although you can make a module to help you do this as so:

module rotate_about(v,a) {
translate(v) rotate(a) translate(-v) child(0);
}
