My vote would go for your solution 1, it looks quite natural.

Expressions can be very long. We originally placed the selectors at the beginning to make it easier to find them and click.

In my opinion, the proposed design is a bit better, but the problem is that users may not notice the reuse and remove options since they are at the end of the row.

First thought - this is what was have designers for.
In addition to Thad's point, which I think is the primary reason for the current ordering, there is also:
- the current ordering of the columns on the Starred tab matches that of the History tab
- in L-to-R reading order, the action links scan first
- the current ordering matches that used in similar contexts such as the "Open Project"
I think the ordering should match between the History and the Starred tabs. I think minor improvements could be had by putting the "Reuse" column/link first, so it should be most commonly used and using a checked star icon on the Starred tab
in place of the current "Remove" link. I consider these changes low priority, however.
