Create vs. Edit Schema about openrefine HOT 3 OPEN

We should hone in on terms like "manage" or "settings" for the various buttons or features of the application. I.E. "Manage Schema" or "Schema Settings" or alternatively iconography for any "manage or settings" feature? ⚙Schema <-- that's using Unicode gear U+2699 which is interesting in that the representation could be done in Textual form rather than SVG's inlined into buttons, etc. Hmm.

I'd be against using "Manage" here, it's a word that is pretty vague and does not convey a ton of meaning (we already use it in other places in the Wikibase extension and I would be keen to get rid of that). Having just "Schema" might work, but overall I think it's legitimate to expect that the labels of menu items adapt depending on the state of the project: if there is no schema yet, it can be called "Create schema" and if there is one already, "Edit schema".

Overall, it would be good to make it easier for menus to adapt better to the current state of the project (disabling menu entries which cannot be used, for instance).

@cooperzoe the screenshot you have added is perhaps not the best illustration for this issue - I would have expected a screenshot of the menu itself, no?
