@jerouris To my understanding we don't need the statement of copyright here. We also don't have it for the AS4 BIS. This was just needed for the Invoice, because we're there building on top of the EN 16931.
So my suggestion would be to remove the box:

I think the just need to remove the "developed and published subject to the conditions of the agreement with the European Commission". The rest still hold.

I don't think we need to raise this to CC. I think EW/LL is enough here, because this is clearly non-derived work, and if you e.g. look at the AS4 specification, it also contains no copyright statement
