Ah, I see, link-grammar svn trunk does install read-dict.h. Maybe a dependency on a hypothetical 4.7.12 is needed for the CMake checker.

Yes, the as-yet unreleased 4.7.12 is needed. No matte the viterbi parser does not yet work, anyway.There are actually two viterbi parsers, one in opencog, one in link-grammar. The one in link-grammar is more developed.
Cmake in opencog does say:
FIND_PACKAGE(LinkGrammar 4.7.12)
but I guess the version checking must be failing somehow
