Looks like a typo: localhost -> localhose. Any chance you typed the command by hand and mistyped that?

In that case, can you follow these steps to collect more logs? The problem isn't obvious from what you've posted, but one of the other logs might have what we need.

I tried with

docker run -p 5900:5900 -p 15900:15900 --cap-add SYS_ADMIN --ipc host --privileged quay.io/openai/universe.flashgames:0.20.1

but I got this error message:

docker: Error response from daemon: driver failed programming external connectivity on endpoint furious_pike (0a0c31dfc569b86c355129603b9534c6898ca3bf3263566aab9607d4f8dc60d5): Error starting userland proxy: listen tcp 0.0.0.0:5900: bind: address already in use.

Somehow I get to solve the above problem by using the below command. It seems the port 5900 and 15900 are already used by vino-server. After changing to another port, it seems the universe can run.

docker run -p 5901:5900 -p 15901:15900 --cap-add SYS_ADMIN --ipc host --privileged quay.io/openai/universe.flashgames:0.20.1
