The initial edit mode after edit_mode_vi is turned on is insert mode. So basically users doesn't notice any changes.
Try to hit <Esc> or <Ctrl-[>, and see whether it's switched to normal mode?

I think this is working, so at best there might be a reason to document the behavior.

That was the case. It works after hitting Esc.
