I just verified the exact same behavior from 331 linux driver and 346 linux driver, on an GT 750M and a K5000

Found the issue, Before glTexSubImage is called, one must commit the texture storage. I can try a PR but if the example code doesnt handle physical texture w/h vs content w/h (to match the dimensions of the texture with the dimensions of the tiles) then i might have to wait till i fullt fix my own renderer.

I just looked at the apitest code again and found that commit IS actually called right before the subimage call, not sure how i missed that. Still need to verify that the width and height is correct though. Maybe just reviewing the steps and then closing this if you find nothing wrong is the way to go.
