I not opposed to adding this functionality, but it seems very Linux to me. I'm not sure MacOS or Windows support this, do they?

In MacOS terminal, I can change the locale by environment variables (e.g. LC_ALL).
In Windows, there is no convenient way to change the locale, as far as I know.
In Windows powershell, I can change the locale by [System.Threading.Thread]::CurrentThread.CurrentCulture = Get-Culture en-US.
It might be better to load the system locale into $env at startup and have built-in commands load the locale from $env.
from nushell.
