Drive push not syncing file about drive-cli HOT 1 CLOSED

I was reviewing the code and I wonder if someone has ever been able to push and pull successfully because I had to perform a couple tweaks, first I removed a couple of magic numbers that were affecting comparisons, second I had to make a type evaluation because sometimes the file date is a dictionary object instead of a float, but before proceeding to talk about my tweaks I have a question.....

why are you adding the value '19800' to the time?
