Call to an undefined method Illuminate\Contracts\Routing\ResponseFactory|Symfony\Component\HttpFoundation\Response::header().

response($out)->header('Content-Type', 'application/json')

response() returns an Illuminate\Http\Response which has the ResponseTrait which has the header() and withHeaders() functions.
