The CE stands for 'Chip Enable' and that is its primary function, so what you are seeing is expected behaviour. For 'normal' operation of the chip (manufacturer recommended operating modes) the CE pin must be toggled when switching between RX and TX modes.
The nerdralph example works around this limitation by working outside the recommended operating modes. (See page 22 of the datasheet ) It simply powers down the chip, changes modes, then powers back up. This also requires extra delay time, due to the circuitry used.
