You're missing a few parameters:
-PbintrayUser=BINTRAY_USERNAME
-PbintrayKey=BINTRAY_KEY
-PdryRun=false
so the full command is:
gw clean build bintrayUpload -PbintrayUser=BINTRAY_USERNAME -PbintrayKey=BINTRAY_KEY -PdryRun=false

I have seen the readme, and I'm not missing them. I've just specified them directly in the plugin. Unless your wiki isn't accurate?
